Am I understanding that clause and the tactic correctly here?

1: They buy the rights to some or other software/music/movie.
2: They share this software/music/movie they acquired rights for on P2P networks.
3: They sue anyone who downloads the stuff they share.

Didn’t they used to be only able to attack people that shared copyrighted works and no the ones that downloaded copyrighted works?

So shouldn’t they sue themselves too?

And isn’t the action of buying, sharing, sueing, the purest form of wrongfull entrapment?
