Bell, for instance, has around ten million subscribers, but only has 5.47 million IPs according to HE. Around 350000 of these are used exclusively for Bell Mobility Rogers is worse still, with 3.8 million announced IPs and several million more subscribers.

This kind of thing would work if IPv4 didn’t have the issues it has with limited address space vs population of the planet; an unsigned 32-bit integer (around 4.6 billion) vs 7 billion people and climbing, with 2 billion having home Internet access, as well as infrastructure providers such as OVH or Hetzner. IP addresses are in the majority of cases not doled out to individual subscribers.
