How about officers, investigators, undercover, etc who work overseas and actually buy pirated music and videos off the streets? I seem to remember the disclaimer at the beginning of every movie that states that the holder of it will be prosecuted by Interpol and possibly face fines and even incarceration. Yet, who is going to do that? it’s a minor thing! they are not breaking the law! it’s rather blending in with the customs of those countries! … isn’t it? …

The RCMP’s probably downloading stuff to figure out how Police Departments work. Industry Canada rarely knows what it’s doing, so any time wasted downloading or watching stuff (legal or illegal) probably wouldn’t even be noticed.
