There’s hardly anything in it at all except saying that law enforcement should have the right to shut down pirate sites like IsoHunt. Who cares? Do they have any legitimate reason for existing?

As for the “DMCA” aspect, shouldn’t rights holders have an established mechanism by which they can request takedowns?
