One reason for that is that if they outlawed or restricted VPNs, big business, including many supporters of the bill would quickly turn against it. For right now, outlawing VPNs is political suicide. The ban on VPNs is what did in SOPA.

the stupidity of this bill is that people who want to hide while doing illegal activities will use vpns to hide their communications while the average person will lose all their privacy.

Why not? They passed the Patriot Act and its follow-ons, DMCA, and all kinds of other authoritarian crap. That’s the direction Amerika is going. Amerikans talk a lot about loving freedom but it’s all complete BS. Have you been in an airport lately?

seems to me this is all about getting “all your ducks in a row”. this will not prevent those who use VPN’s from circumventing the “law” however it is but an incremental step. Later, on this or some other “unrelated” basis will come the attack on encryption / vpn, thus after all seemingly rediculous and ineffectual laws have been passed, they will suddenly be effective and enforcable…
