Before this draft, copyright holders just sued the isp to hand over customer information and they allways get those, then court determines if cutting off from network is needed. After that you get civil lawsuit and you have to pay your ass off.

All of above is possible with this old law from 2005. But after very bad media for those lawsuits, they try this aproach which is more effective and wont doom young peoples or families to 15 year of paying 300000 euros for few songs.

If majority of people infringes copyright in some way and it takes two A4 sheets of paper to notify them (envelope+letter) you can see who profits the most.
