That whole case was about them being able to keep it (and be given more stuff) after the CPS had dropped the case, because FACT were thinking of bringing a private prosecution and PACE lets them just pick up where the police left off.

But then I think that’s a problem with PACE, not FACT – PACE is a serious mess and could do with a re-write; but as we’ve seen a few of times already this year, if it gets rewritten at the moment, it will end up far, far worse.

Maybe they can seize but I believe they can’t keep it and they have to return everything in perfect conditions. We know they don’t follow this.

In the 9th paragraph “Note the drop in DVD investigations but a boost in online streaming enquiries.” Am I wrong or does the graph actually show a drop for both DVD investigations AND online streaming enquiries?

Some PD do this in the US (seizing things they want with trumped up charges) all the time and good luck getting it back in good condition if at all. It was better with the militia days.
