That “trade blacklist” can’t be applied to PT without being applied to the whole EU.

If you’re an american, it’d be the same as declaring that people from, let’s say Ohio, would not be able to acquire goods from Canada, while the rest of the United States had a trade agreement in place. The “Union” if you will, prevents that. :)
