The situations are pretty different.

In the case of TOR, some department has been overzealous in protecting the rights of an author in their stable (most of their authors will have dead-tree editions under classic copyright that have been illegally scanned and uploaded, and TOR are doing the right thing in trying to protect those authors' rights).

In the case of Fox, they own NOTHING related to his novel Homeland, and are censoring him (a 3rd party), and not incidentally preventing him from pursuing his legitimate and legal business as an online purveyor of CC-licensed novels, by indiscriminately spraying DMCA notices at anything on Google with Homeland in the URL.

If Tor had sent takedowns regarding another company's links and to a strip access to a product over which they had no claim whatsoever, that would be a very different matter. To answer your earlier question, yes Tor's actions were indeed stupid. They are certainly not above criticism for the things that they've done. Hence Cory approaching them about the matter, they promised to resolve it. If they have failed to do so, perhaps it is time he addressed the matter with them once more. None of that makes him a hypocrite. Regardless, they do have a contractual stake in protecting the work that they represent. When their own machinery takes down their own material that is a mistake. When another company orders a takedown on IP that they do not own and have no claim over, that is a gross abuse of the system, flawed as it is.

Or you can stop being a militant absolutist, realize there's more shade and nuance to this world than just black-n-white dichotomies and that different entities performing similar acts but for different reasons can be treated differently exactly because of their motives.
