ISPs may not be directly responsible for user violations, but likewise because they are supposedly not, they may be OBLIGATED to pass Cease-and-Desist emails on to their customer from the media industry&#039;s content monitors (who have a conflict of interest because they&#039;re paid based on volume of C&amp;Ds and fines that result.)

So this may just open the door for DMCA-style &quot;blame everyone&quot; mass C&amp;Ds to ISPs, and they may be forced to give up customer details on extremely low burden-of-proof simply because the users are supposedly to blame for &quot;piracy&quot;.]]></description>
