I’ve added bittorrent to my malware detection software so that any .tor files are preemptvely and proactively scrubbed. I also have scripts that block torrent files and clients from running on my network and on all copies of Windows, mac and linux, and all ports are blocked.
My server will not recognize a file unless the ownership and permissions are embedded within.

whats been going on in usa is that the lawsuits have cost more than they netted and werent effective, not alot of big fines levied. adjusting the strategy they (mpaa riaa with help of fbi) are finding isps who are willing to take money to hand over names or give warnings at least. money hungry isps with weak morality go for it and get paid on both ends, i dont think they want to cancel your connection because they lose money but are willing to at least formally warn/scare you. evidently some isps are looking though and its not impossible they will hand over your name to the authorites, its a chance you take. a friend of mine using time warner cable got a warning letter for downloading some hbo series off a public tracker but it was like the only thing he ever downloaded but he got the warning letter for it. they still aint makin money on busting people but its more effective in slowing down the overall bandwidth used in torrenting.
