My ISP blocks all tracker connections during a free off-peak period – the best time to grab torrents. :( This makes it impossible to start new torrents and seed once complete, and DHT is often disabled on private trackers (or is banned in rules). *sigh*

If you want to download you should use encryption and DHT if you are *paranoid* and if you really want privacy/security use a VPN of course.
