Has everyone forgotten Sandvine? That worked, but Comcast (or whoever) got into trouble for using it. However, any private organisation such as universities or busineses would probably be perfectly entitled to do so.

It’s their network, they can set their own rules.

I wouldn’t count on that, it’s probably perfectly capable of intercepting the initial handshake or disallowing encrypted connections to no-standards (https/ssl) ports

you can ALWAYS workaround

putting that aside, public network owners have the right to do whatever they want and block whatever they want as long as they state it in the terms of use and make them easily available.

if an ISP uses it, just move to another one.. or workaround.. ;)
