Trivial to block. I could call up any number of international IX points with law enforcement backing (particularly if it was the US knocking) and demand to know what IP ranges were allocated to which companies. With such strategies it’s trivial to block VPN provider hostnames from reaching residential network connections.

I’ll reiterate: With the right legislation in a particular nation it is possible to destroy peer-to-peer networking by simply disabling certain ranges of allocated IPs/hostnames from communicating with other IPs/hostnames.

These ranges are centrally coordinated between backbone providers, IXs, and ISPs. They are known to many sources and could easily be used to disable peer-to-peer networking.

I’m going to guess you’ve never been involved in something which gained law enforcement attention, but let me tell you that things are very easy to do when no one’s looking. Once the pigs are involved things get VERY real VERY fast. People get scared as shit and they freak out and do stupid things.

Some get really stubborn and fight the law. Some give it all up and throw in the towel.

While fighting the law is certainly the more “noble” path, not wanting to go to jail for a long time or have to repay actual sums of money is not a “pussy” thing to do. It’s just self-preservation.

There are not ways around an ISP level block of residential network to residential network connections. You could circumvent the connection block with a midway server like a seedbox hosted in a remote country, but P2P communications can be blocked by dedicated ISPs.

Freenet and BitTorrent rely on peer-to-peer networking for the vast majority of their connections. ISPs could mark hostnames (they already do) with flags like “resnet” or “residential” and things like that. Any connection from a resnet host to a resnet host could easily be censored.

Hell, I can even demonstrate it on a LAN using Cisco and Ubiquiti hardware.
