But it might work! We have the same policy in my university network. Once a collegue pluged his laptop on a lan outlet in our lab, but he forgot the quit his torrent app first. In a matter of minutes we lost that outlet for 3 months!

Need less to say that no one has ever attempted to torrent in the lab anymore and that is a quiet sad fact, cause their link is so awesome!
