He tries to invalidate the submissions by claiming it is not representative of the canadian population because there&#039;s not enough French, there&#039;s not enough women.

Do you think Prime Minister Stephen Harper and the conservative party are representative of Canadians? They&#039;re a minority goverment, so hell no they&#039;re not! Ontario/Quebec and Eastern provinces will never vote in majority for those retards.

What a piece of garbage this guy arguments are. I can&#039;t say why there wasn&#039;t much women, but I have a couple of explanation for the francophone part.

Since I am quebecer, let me tell you that even if the consultation were in Montreal on July the 30th, I havn&#039;t heard a thing about this. I havn&#039;t seen anything in the news saying they were consulting at the town hall this day. Actually, I did not even heard about the consultation at all...

Before reading this article, I had never heard about the CCER.

What I beleive happened is, 

1-quebecers are not really concerned about copyright infrigment, quebec shows aren&#039;t that easy to find on the internet, the community is much underground or with extremely limited members private tracker.

2- quebecers want their own CRTC, so they won&#039;t really participate in something they don&#039;t beleive in.

3- the consultation occured in only 8 cities, from them only 2 have a strong francophone population near. It&#039;s just a simple mathematical calculation.

4- The UDA (Union des artistes) which represent artist in Quebec, the ADISQ (Association québécoise de l’industrie du disque, du spectacle et de la vidéo), which are the representative of the video/audio-recording industry in quebec, does not approve represive methods to stop copyright infrigment. They beleive education is the key to winning the battle. They&#039;re not lobbying canadian&#039;s authorities to enforce the copyright laws.

5- Almost everyone in Quebec &quot;pirate&quot; music, the cops, the judge, the lawyers, you speak to anyone, they all gonna tell you sometime &quot;hey, you should download this, it&#039;s a very good song&quot;. But, our recording industry still makes record annual sales, why? because we buy the song we like when we have the money for it, it is as simple as that!

6- there&#039;s less original content made in quebec on television years after years. broadcasters are buying american tv shows, dubbing them, or buying the dubbed version from France, or they buy american show and sub them. Since there&#039;s not much quebec content produced, there&#039;s less content pirated. Who the hell will pirate &quot;biggest loser&quot; with subs (even without subs lollll)? you won&#039;t watch it on tv, you&#039;ll surely not waste montly bandwidth on it...

7- ISP in quebec won&#039;t give up subscribers identity to copyright enforcement agencies. Except from one (Videotron). Videotron is owned by Quebecor Media which own a lot of tv stations, a couple of recording labels, a couple of movie publishers, so of course they&#039;ll provide the information, they try to protect their other business.

8- consultation was during summer, i don&#039;t know about you guys, but in summer i do not watch tv and do not buy the newspapers, i enjoy my summer(school vacations) outside.

So basically, francophone in Quebec thinks differently, they don&#039;t feel concerned by this issue. That doesn&#039;t means those who submitted a form should be rejected.

And seriously, in Canada, Internet crimes are handled by RCMP. The Internet crime division is very small and I remember a news a couple of months ago saying they had plan to shrink it... So if you think the RCMP is going after pirate... they&#039;re going fter much more important matter like pedophily and security hackers.

Legislation is bought with money, lots and lots of money, spent to buy legislators senators and other influential people in countries. Behind closed doors and in secret, laws are being drafted and schemes set in motion to try and pass those laws (like ACTA) no democratic parties are involved in that anymore. 

Once those laws become active, you won&#039;t get rid of them anymore. Once freedom has been taken, you won&#039;t get it back so easily (like the &#039;Patriot&#039; Act). 

You may think you have a vote but you really don&#039;t ;-)]]></description>
