One of the bedrock principles of international law, developed over a timespan measured in millennia, is that a given government is responsible for the actions of people within its borders – local federal treaties notwithstanding, the creation and enforcement of laws belongs to the sovereign state, not to any outside interloper.

I can’t pretend to have read them all, but as I have it, the general rule for extradition treaties is that if it isn’t illegal for a citizen to do something in their country, an outside country has no legal standing to demand the extradition of that citizen for that activity.

This is why you aren’t generally at risk of extradition to random countries for offenses under foreign law (for example, such as the authorities in any number of countries extraditing Americans for criticising Islam).
