For instance going to a Swiss court to request from a swiss judge to freeze swiss assets in relation to the US case, pursuant to what’s called an MLAT (multilateral legal assistance treaty)

It’s basically judge a judge spelling out explicitly what is, and what isn’t allowed in relation to this case, so that such ambiguity can’t be used as a basis for more motions.

such action becomes necessary,” the Judge wrote.
Does this mean that a court in the US believes it has the authority to legislate in what it deems to be “foreign?”. How can a US court even consider it possible to grant authority to decide issues in another nation’s courts.

Seizing Dotcom’s assets requires the acquiescence of the country they are located. Either a US treaty with NZ requires a US court order to be submitted and then the approval of the NZ government or the MPAA/RIAA must file a motion in a NZ court. Either way it is NZ has some say whether the assets are frozen.
