He didn’t have to consult Congress.
ACTA is a trade agreement, it sidestepped the issue of Congress.
Because it, mostly, had no direct effect or conflict with the Constitution (civil liberties, etc.) technically, no consultation was required.

The fact that Obama had already accepted $9.6 million dollars in campaign funds also has no baring on the issue.

@John316: With the passage of these bills and ACTA (and all the surrounding hoopla), I can ASSURE you that not only will piracy survive but it will actually INCREASE tremendously.

By pissing people off and making them feel frustration at not being able to do anything, people will turn to mass piracy as a form of resistance.

Unfortunately, I think that Obumbo has a very good chance of being re-elected. The US follows some sort of electoral system, so no matter how many people vote against him in New York, New York (a democratic state) will be giving him all of their electoral votes (the ones that matter).
