		<description><![CDATA[Gathering statistics on criminal behavior is indeed unacceptable - when the statistics tend to reflect the criminality of the system itself. For example, despite a federal law to gather statistical data on the number of people killed and wounded by police in the United States every year, a law in force since 1996, the data has never been gathered because no infrastructure or funding was ever put in place to accomplish it. 

Reportage on criminality, like everything else, reflects the values of the system - highly subjective and selective to favor the status quo and the powers that be.]]></description>
