I bet it’s all an act though, playing the “we hate piracy and will stop at nothing to fight it”. 

While it may of looked like they were dropping the free user download rate to combat this so-called piracy, what it actually did was make them more money, because people wanted to pay the extra cash to get faster speeds. (pirates WILL actually pay for a decent service if one was available, something the MPAA and Hollywood don’t seem to understand.)
