"What I think the poster in the quote meant is that if that money were to be taken from the profit of the corporation, it wouldn't be taken from executives' pockets. It would be traded down until thousands of payroll workers are let off and that in of itself is unfair. For most large companies, the small time worker has no control over the actions of the entity for which they work."

Although this is indeed true, it's still the only way to do it. In itself if thousands of payroll workers are let off this means the corporation as a whole suffers.
That this is unfair to the workers I can't really see - if you accept that a corporation is a legal entity then the worker employed by that corporation has tacitly agreed to shoulder the burden of being part of said corporation.

It's either that or we accept that any major corporation should be allowed to get away scot-free from flouting the law as long as it can deploy sufficient numbers of human shields. Akin to a man who goes to court ten times, each time using his status as a parent of two children as a reason why he should get away with highway robbery - again.

This is, imho, why the view of a corporation as a legal entity in itself is a very bad thing. Ideally speaking, the blame should fall squarely on the shoulders of the people who have actually determined and carried out the policy.
The way the law is written however, a corporation is a legal entity. If it commits a crime then the corporation must suffer the consequences. No third-party legal culpability falls on those workers which at least is a relief.
