This is simply not true.

With the scarcity of IP addresses came the introduction of HTTP 1.1 and “name virtual hosting”, which brought with it the ability to host many sites on a single IP address.

Some larger sites do have a one-to-one IP-to-site correlation, but they tend to be the larger sites which run their own dedicated servers. These can (usually but not always) be accessed via their IP address. But attempting the the same thing with smaller sites which are on shared hosting will result in a “Many domains are hosted at this address…” message.

Hopefully, this will change when IPV6 becomes more widespread
