Signing a memo is one thing, starting takedowns is another and doing it effectively is a wholly different matter. As long as memo does not make the company really liable to do anything, hell why not? It’s just a piece of paper.

So, the thing is:

A preface:
* Russian government was long striving to control VK for political reasons (censorship being the primary target)
* Durov was the only thing between government and user data
* So, gov bought VK shares through loyal personae and put them at the wheel, and started to push the buttons (but still couldn’t make their move to seize a total control)

Fast forward to last week:
* Durov was finally ousted from being in any control of VK and now fled the Russia altogether
* Gov is now actively prepare to take a full move, but needs a pretense.
* Here comes a perfect chance in the form of “complying with right holders’ requests”!

…Profit! Gov can do anything they want, and all under the guise of doing the right thing too!
