If everyone did the same, we’d be stuck with purely commercial TV or subscription TV. Neither is a perfect solution. On the basis that television cannot be made for free, the licence fee is the least worst way of paying for it IMO.

Actually, all the actors with speaking parts receive residual payments for repeat broadcasts and home video sales. This is part of the reason why the old episodes were junked in the first place – the cost of paying all the actors to allow a repeat of an old programme was almost as high as the cost of making a new programme. So, new programmes got made instead.
