I'm living in Germany and have also been a victim of these pay-or-else schemes Ran has explained very clearly above. Several big law firms are practically living off it and are making millions, so I think this figure of 300.000 letters per month is not exaggerated. But even if it's only 30.000 or 50.000: Many people don't have any knowledge of legal procedures and are simply scared by those many-page letters full of threats and juridical mumbo-jumbo. After all, it *is* illegal and they know it. In many cases, the recipients are parents of minors without any idea of filesharing or the legal situation, so they pay out of fear of legal prosecution. What most people don't know is that these lawyers never really go to court - too much hassle for the relatively small sums involved, and too much risk: the judge could decide that the real damage done is much less. So when you send an answer contesting their claims in the right juridical terms, you will probably never hear of the matter again. This whole business is exclusively built on fear. If a law firm sends out 10.000 letters a month, each one demanding 800 Euros (that's the usual rate) and only 20% are scared enough to pay: go figure.

Having lived in the USA and now in Germany, having addresses in both countries, i generally make these blood sucking turds go away, by sending them a kind letter informing them that i have now moved to "the other country". This puts them in the position of having to pursue me with their collections efforts internationally and i never hear from them again.

On a side note, the reason this scheme from the entrainment lawyers here in Germany is so effective is due to the way debt is handled and collected here. After one is found liable for a legal bill, the debtee can enforce collection through the courts with a "Gerichtsvollzieher". A Gerichtsvollzieher is a judicial official that will come to your house and enforce collection, by either getting cash, or anything of value in lieu of cash. If there is nothing to collect the title of debt will stay on your record for 30 years in the hope that sometime in the next 30 years there will be something to collect. So most people just roll over and pay the MAFFIA and get on with their lives.

This is why my scheme of pretending to have moved overseas is so successful. Once they realize they can't "force" me to pay up, they quickly move on to their next target.
