I’m surprised there hasn’t been any major developments in cataloguing the files within torrents.

Such that, if a torrent is dead, you pass the metadata file into a search engine which tries to find indexed torrents containing some of the same files which may have seeds.
This wouldn’t be prefect by any means, since the only way a .torrent file will imply the content of a file is by name and filesize, so sorting files based on how often they appear together would be necessary.
