“100% Less Likely” would mean not likely at all (ie 0% likely).

Its simple maths really. Using the 33% above 100% less likely works out like this:

33% – (100% * 33%) = 0%

100% more likely:

33% + (100% * 33%) = 66%

I think the govs know with vpns and bittorrent system.. that anyone can transfer files between each other (like what the gov does) and they cant intercept it and see what it is… unless you have some in the middle that leaks it to them (like what happened with wikileaks)

so of course the gov wants to stop it and hence why they want to back media giants in the quest.

after all the US gov is making heaps of tax in states that made weed legal.. its better to make laws to who/m and what can buy from legal stores (age limit etc no driving while on drugs etc with fines and loss of licenses) then to have a total war on drugs and ban it.. plus it has many medical uses.
