You should be able to remove this with bootable hitmanpro http://www.surfright.nl/en/kickstart and a rebuild of your PC is not required, sorry its a bit late hope you have not already trashed PC. Good luck.

I had to deal with some nasty adware once that disabled task manager. Luckily, they hadn’t had the foresight to disable command prompt, one of the most powerful and underutilized tools in your windows arsenal. Run as an administrator, it can move and delete files, defrag and even run programs (though programs can be killed by other programs when they start)
