If ISP&#039;s shape traffic and if people are not happy with that then there are almost always other companies that they can move to. 
For example my ISP actively advertises the fact that they do not cap, throttle or shape any traffic (but they do charge a premium price). I could move to a cheaper and faster supplier and save quite a lot of money but I know I would have to accept some limits on my connection which is not acceptable for me.

It just comes down to what people will accept, if an isp wants to impose management of data and loses half its customers because of it then they would have to think twice about how they operate, however if they are aimed at a different market of people who would not notice or care about these issues then they could offer a cheaper price for a service that its users are happy with.

The problems will only come if all isp&#039;s enforce these measures, but that will not happen whilst there remains customer choice as there will always be a demand for an unrestricted service.]]></description>
