I would think that obvious, RARs are used incase of a transfer issue, for example if you are uploading a 2GB movie to another FTP and it fails, you start over, if you have 40 smaller 50MB smaller files and one fails you only download that smaller problem file.

Well, while there *should* be standards.. I guess this is their internal policy for releases. A good release will always be a good release, whether or not it follows such rules.
