PS -

It's the middle-class which has most of its members in government office. The children of this class are already addicted to torrents - I do not know about western states, but the parents of Indian culture will never tolerate or forgive any threat to the wishes of their next generation. They will never allow any group to deem themselves or their children as criminals.

Further, there are also actors from movie sphere who are part of the communist sections of the political system - Hence, any marriage with a lobby group is very far away. So long as populist thoughts exist within Indian diaspora, the possibility of prosecution is null.

File-sharing will never be a huge issue in India and prosecution of filesharers will NEVER happen.

The reason is simple - politics.

As soon as any government decides to sleep with a lobby group and decides to send notices to large number of alleged uploader/downloader, the party will lose elections.

At present, the middle-class of Indian economy is NOT actively involved in election and the poorer section of the economy contributes votes.

However, it's this middle-class and the children from this section that has access to internet - No government is stupid enough to incur the wrath of this demography and offset the subtle balance which helps them retain political power.

Sharing is one thing, selling is quite another. Technically they could have been arrested for selling CD's even without the Torrents connection.
But even so real life piracy is very, VERY common in India, or at least in Bombay where I live(and by this I mean actual piracy of goods, not just digital stuff - though that's more common nowadays). Fake CD dealers are all over the most popular and crowded places, particularly railway stations, and cops usually either don't care or just take a small share from the dealers themselves. So this was surely the result of a bribe from Bollywood - or Hyderabad's police are just crazy.

I'm not sure about the ISP promoting thing, but mine did have an ad recently that said - 'Download a movie in less than 20 minutes', so maybe that does hint slightly at "illegal" activity.

"In fact, BitTorrent is actively used to sell Internet subscriptions in India."

not true i know of no major isps that use torrents to sell internet connections, maybe some local isps or cable tv operators (but they suck).
No major ISP will associate themselves with torrent trackers that are used for file sharing.
I live in Kolkata, India
