"The belief is that by blocking file-sharing sites at the ISP level, subscribers will eventually get frustrated enough to start testing out some of the legal offerings available."

Well, it's a belief that has some reason as they know first hand that it worked the other way round. They achieved in frustrating so much of the subscribers INTO testing the "illegal offerings" by blocking entertainment at their level... :)

Clearly the mafiaa believes it can scrub the web of piracy. We need to look at the stategy here. Assuming they are not retards what is their goal? As far as I can tell they want to do with isp's what they do to google. They make google constantly remove links with a simple dmca letter. They want the same power with ISP's. In the future they want to block a site on the isp level simply by sending a letter.

Think about it. At first it was a real struggle to get a block. Now that precedent has been established it is getting easy and they want it easier still. I expect there will be a lot of collateral damage. Since your isp is not likely to send you a list and updates for blocked sites you won't know until you try. There will be sites that have no copyright infringement issues that will end up being blocked. Surfing might become a nightmare as half the sites you try to go to are blocked

I think they pretty much know that their current efforts are more bothersome then effective. But as long as the mafiaa continues to be funded they will do anything to justify their funding
