it’s even easier: they force ISPs to block domains on their dns servers, but since they don’t hijack queries to other resolvers, setting a third-party dns nameserver is enough to go around the ‘block’. (eg, 8.8.8.8). They know it, but they (and ISPs) are purposely using weak techniques to avoid ‘really’ blocking the sites, while still complying with the judicial authority.

Some isps purposely use weaker techniques/screw up to avoid blocking file sharing websites, since that would hit their ‘bottom line’. After all, everyone is streaming something or downloading songs, even the GdF (like the IRS), I’m sure of it.
