All sites have to do is give a non-existent registered address using a PO box number eg in the British Virgin Isles or anywhere esle obscure location in the world. Result= IMPOSSIBLE to trace site owners. As for blocking sites, just look up and use the sites numbered URL. Or simply change DNS servers to one outside of the jurisdiction of the country ‘trying’ to block access.
