However, I can say that during the decline of capitalism you will see some capitalist governments recognize that it is more in their interest to permit and even encourage some activity which contradicts private property. In the case of Spain, what you have is a middle-tier developed country, who are fully capable of reaping the benefits of free information (they have the infrastructure), and a history of socialists willing to fight and die for their cause. In the highly developed countries, their interest falls more on the rent side of the equation - therefore less likely to promote or encourage freedom of information. The low-tier and developing world clearly have some interest in free information, but here you have several problems: 1) infrastructure (education, and physical IT) is lacking so free information can&#039;t be exploited very well and 2) dependency on the developed West thanks to debt/the World Bank/IMF. 

Spain&#039;s support here is courageous, we should watch to see what the upper tier of developed countries do in response - normally the various institutions of global capitalism are engaged to tamp down dissent within the camp - i.e. the IMF/World Bank (among many others).]]></description>
