You’re looking at those IP trackers online that don’t have enough data to show your exact location, partly intentionally.

In order to know the exact location you have to go through the ISPs logs to know what IP was being used by what customer on a given date.

Power failures, etc often cause IPs to become shuffled on some systems when power come back online unless your ISP has permanently assigned IPs.

If IPs get shuffled it depends on how accurate the logs are or how far back they actually go.
