This means they actually "legalize" everything you may download. Once payed for it becomes legal and nobody may charge extra money for the content, nobody can sue you for violating any IP rights etc. And the tax is not high, so actually it maybe is not so bad thing. Of course, it's also a way to protect the current copyrights system and it's holders, which maybe is not all that good, but after all the battle about who should hold the author's rights is not one internet users should fight in - let authors defend their rights to get a larger part of the money, payed for legal content.

Collecting fees from providers makes little sense, but there could be even less of it. In Russia not long ago one of royalty collection agencies (the one ruled by Nikita Mikhalkov, filmmaker, director, ector and ecc. - http://en.wikipedia.org/wiki/Nikita_Mikhalkov ), was authorized to collect 1% of every player and recorder as well as CDs, flash drives and other digital storage devices being sold here. They also tried to legitimate getting some more 1-2% from mobile network operators, Internet providers and Internet services, but these guys resisted.

That study showed musicians saying there is drug use, not actual users.

At the same time, I would be willing to bet that labeled musicians are even less likely to use drugs/alcohol than indie artists. When supply is so high and demand is so low, labels don't need to waste time taking chances on substance abusers. Tour schedules are so tight that most artists now do everything they can to prevent illness or other damage to their bodies.

The idea that a rock-star is drunk and/or high 18 hours a day (or even a smoker) is an outdated stereotype. There is no longer enough room for error to allow that kind of behavior across the board.
