The penalty of perjury is that ‘the contents are accurate to the best of your knowledge’ and that you ‘represent the rightsholder’.

Nothing about it being accurate. It’s all about good faith is all. And completely toothless.

ya… google is forced to use a manual system not automated. meaning people are reading through each one and confirming the link and then adding it to a data base for future reference.
