These were not regional elections, but municipal elections.

Also, if you say 21 were voted, you should also add that the total count of seats in the municipal governments in the Czech Republic exceeds 62.000. Yes, Marianské lázně outcome is quite interesting, and so is breaching the 5% threshold in Prague, but put in perspective, the Pirates won 21 out of more than 62.000 seats in the Czech municipal elections.
