Then when those go away and next generation starts well maybe we have numbers then… ofc mafia and other will try lobby it agaist well those ppl retire and yes die to old ages (nobody lives forever). 4 years is an insane sentence for this crime, you genuinely get less prison time for helping to murder someone.  Stupid legal system
