It’s more a position paper than an academic paper, and has some major glaring factual errors and inlaid bias.
For instance:
“We address this question in the context of the shutdown of Megaupload.com. Megaupload.com,
was shut down over the course of several days, such that on January 18, 2012 25 petabytes of
content, much of it motion picture content, was available to the world through illegal download
or streaming from the Megaupload.com and Megavideo.com sites; and by January 22, this content was no longer available for illegal consumption through these sites.”
Was actually shut down, as we all know, in ONE day, not several (factual error) and consumption was not illegal (nor has been proven to be so) so it’s an asumptive statement masquerading as a factual one, and furthermore has no relevance to what the actual law says, and the legal status of the files.

As such, it’s pretty much a bottom-of-the-barrel study, but then again, it’s impartiality was never really in question, not when the lead author was a consultant for first EMI, and then the IFPI from 09-2012. (and his NBER stuff’s been pretty crap too)
