For the record, Germany doesn’t want to use nuclear but they are happy to import electricity from France (80%+ nuclear power matrix, any1?). That’s no small task the PP is facing and maybe they’ll overcome it.

By any criteria they are a country. A nation with permanent subservience to a joint federation yes, but still a nation.

Which is why it’s perfectly possible for the city-state of Berlin to have radically different laws than, say, Bavaria.

It’s interesting to note that your criticism of Rick Falkvinge is based on your own preconceptions of what a federal republic is – preconceptions which are, in fact, wrong. Looking at the US every separate state even has the national guard – i.e. independent armed forces under total control of the governor.

Ricks comparison to both a “country” and to the state of Oregon still stands. If any critizism can be levied it would be that New Zealand (being “independent”) is, in fact, subservient to a far greater degree to the commonwealth than the nation-states of Oregon and Berlin are to the USA and the Bundesrepublik Germany respectively.

Dating back to the fact that the German city-states are considered nations in their own right according to the charter of the republic. Nations which grant the republic sovereign authority in many issues according to the wording of the charter.

If you consider that Berlin in many ways IS considered a sovereign state according to the Bundesrepublik you will actually be accurate as well as pedantic. Something you might want to strive for, judging by your nick.
