Actually, by design, a tweet is pretty much not copyrightable. It’s hard to make a meaningful message using the unicode alphabet is 160 characters that would be significant enough to qualify for copyright. Even if it’s a piece of a copyrighted work, 160 chars certainly falls within fair use/fair dealing.

They cant both being US companies, their bound by DMCA law, so as there’s no provision in there for charging for “wrongful/false” DMCA notices they can not charge for them.
Outside of the US is a different matter entirely, HEET torents for example DO charge for takedowns (look on their DMCA notice) and strangely they receive very few DMCA takedown requests.
Seems the copywrong trolls dont like spending money on something their to do anyways….
