		<description><![CDATA[Collecting an IP doesn&#039;t (shouldn&#039;t) mean shit.  Trackers have been injecting fake IPs for years, so there&#039;s no way to tell whether an IP really was engaged in file-sharing, or not.  They need to actively connect and exchange data to be sure that an IP really was active, and if the servers they do this from happen to be blocked in a blocklist you run, then it&#039;s quite possible you won&#039;t get notices.

It all depends on how they choose to do things.
